BCLTE Exam Schedule and Coverage 2024

The Civil Service Commission announces the conduct of the Basic Competency on Local Treasury Examination (BCLTE) for CY 2024 in coordination with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF).

Along with the BCLTE, the CSC also announces the Civil Service Exam Schedule (CSE PPT Schedule), the Foreign Service Officer Exam Schedule (FSO Exam), the Fire Officer Exam (FOE), and the Penology Officer Exam (POE).

The BCLTE aims to establish a Register of Eligibles (RoE) from which certification and appointment to Local Treasurer and Assistant Local Treasurer positions and positions under the Financial Services in the civil service.

BCLTE Exam 2024

The Basic Competency on Local Treasury Examination (BCLTE) schedule is on June 02, 2024. The filing of the application is from March 04, 2024, to April 03, 2024. The result is expected to come out by July 14, 2024. Refer to the table below for the complete details.

As always, applicants are reminded to apply as early as possible since the slot is on a first come first serve basis. The slot may be full before the deadline for the application.

Acceptance of applications shall be on a FIRST-COME, FIRST-SERVED basis and shall be closed any time before the deadline if the CSC Regional/Field Office has already reached the target number of applicants.

Qualifications

Applicants must strictly meet the following qualification requirements:

  1. Filipino citizen;
  2. At least 18 years old on the date/time of filing the application
  3. Of the good moral character,
  4. Has not been convicted by final judgment of an offense or crime involving moral turpitude, disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
  5. Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
  6. Holder of bachelor’s degree on the date/time of filing of the application.

BCLTE Requirements

  1. Fully accomplished Application Form (appropriate CS Form No. 100)E. Print the form using Legal size bond paper.
  2. Four (4) pieces of identical ID pictures with specifications, as follows:
  • Philippine Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
  • Colored, with a white background
  • Taken within three (3) months prior to the filing of the application
  • Printed on good quality photo paper (i.e. photo does not peel off) e. In a standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
  • In bare face (no eyeglasses; no colored contact lens; no headdress, no bandana, or any other accessories that may cover the facial features, facial features not computer enhanced)
  • Showing left and right ears
  • Taken in full-face view directly facing the camera
  • With a neutral facial expression, and both eyes open
  • With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME which includes: Given Name, Middle Initial (if any), Last Name, and Extension Name (if any).

BCLTE Exam Coverage

The BCLTE 2021 will cover the following subject areas:

1. General Ability- 25%

  • Verbal aptitude
  • Analytical ability
  • Leadership and Management
  • RA  6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees

2. Specialized/Technical Area- 75%

  • Mobilization of Resources
    • Principles of Local Taxation
    • Real Property Tax
    • Business and Local Taxes
    • Regulatory Fees and Charges and Local Economic Enterprises
    • LGU Credit Financing
  • Management of Local Treasury Services
  • Safekeeping of Local Funds and Records
  • Preparation and Analysis of Treasury and Treasury-Related Reports
  • Coordinating and Communicating Local Treasury Matters with Stakeholders (10%)
  • Management of Other PFM Areas
  • Management of Inter-Government and other Fund Transfers

Passing Grade

To be able to pass the BCLTE, you need to get an average of 80. Local Treasury Eligibility will be the eligibility for passing the exam, which is second-level eligibility.

It is ONLY appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not require the practice of the profession and are not covered by Bar/Board or Special Laws.

Refer to your Civil Service Commission Regional and Field Offices Official Facebook Page for an announcement on the application process. Some will implement an appointment scheduling system online for applicants.

Applicants shall book an appointment via the Online Scheduling System. Acceptance of applications shall be on a FIRST-COME, FIRST-SERVED basis and closed any time before the deadline if the target number of examinees has been reached.

Things to Remember

  • NO ID CARD/DOCUMENT, NO EXAM
  • Be at the testing venue no later than 6:30 a.m.
  • Bring your ID card preferably the same ID card presented during the filing of the application.
  • Take with you a non-scientific and non-programmable calculator.
  • Bring your black ball pens. Borrowing of pens is not allowed.
  • Do not forget your Health Declaration Form.
  • Carry with you your hand sanitizer not more than 100 ml.
  • Wear proper attire on examination day, preferably a plain white shirt/top. SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS ARE NOT ALLOWED. Long hair (for both males and females) must be tied into a ponytail.
  • EXAMINEES ARE NOT ALLOWED TO BRING the following items to their seat: cellular phones and any other gadgets, including smartphones/watches and pens/eyeglasses with a built-in camera, wristwatches with calculator, books and other forms of printed materials, and all other similar items. Prior to occupying their assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area.
  • Also, examinees are encouraged to use transparent bags.
  • Using any aid in answering the test (such as calculators; books, dictionaries, and other forms of printed materials, watch calculators; cellular phones, smartphones/watches, tablets, and any other gadgets; and all other similar materials/items) is NOT allowed.
  • Bringing the test booklet outside the testing room/venue is strictly prohibited. The examination, or test results, of those found violating this rule, shall be canceled
