BCLTE Exam Schedule and Coverage 2021

The Civil Service Commission announces the conduct of Basic Competency on Local Treasury Examination (BCLTE) for CY 2021 in coordination with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF).

The BCLTE aims to establish a Register of Eligibles (RoE) from which certification and appointment to Local Treasurer and Assistant Local Treasurer positions and positions under the Financial Services in the civil service.

BCLTE Exam 2021

The Basic Competency on Local Treasury Examination (BCLTE) schedule is on October 10, 2021. The filing of the application is from July 21, 2021, to August 20, 2021. The result is expected to come out by November 20, 2021.

Acceptance of applications shall be on a FIRST-COME, FIRST-SERVED basis and shall be closed any time before the deadline if the CSC Regional/Field Office has already reached the target number of applicants.

Qualifications

Applicants must strictly meet the following qualification requirements:

  1. Filipino citizen;
  2. At least 18 years old on the date/time of filing of application
  3. Of good moral character,
  4. Has not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
  5. Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
  6. Holder of bachelor’s degree on the date/time of filing of application.

Requirements

  1. Fully accomplished Application Form (appropriate CS Form No. 100)E. Print the form using Legal size bond paper.
  2. Four (4) pieces of identical ID pictures with specifications, as follows:
  • Philippine Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
  • Colored, with white background
  • Taken within three (3) months prior to filing of application
  • Printed on good quality photo paper (i.e. photo does not peel off) e. In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
  • In bare face (no eyeglasses; no colored contact lens; no headdress, no bandana, or any other accessories that may cover the facial features, facial features not computer enhanced)
  • Showing left and right ears
  • Taken in full-face view directly facing the camera
  • With neutral facial expression, and both eyes open
  • With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME which includes: Given Name, Middle Initial (if any), Last Name, and Extension Name (if any).

Health Declaration Form

As part of the COVID-19 protocol, applicants are required to accomplish and submit a Health Declaration Form (HDF) which will be available for downloading and printing from the CSC website or you can download it at this link: CSC Health Declaration Form Download.

You must accomplish the form within 24 hours prior to exam day. The temperature reading will be written only upon going through thermal scanning at the main entrance of the school/testing venue on examination day.

The BCLTE 2021 will cover the following subject areas:

1. General Ability- 25%

  • RA  6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees

2. Specialized/Technical Area- 75%

  • Mobilization of Resources
    • Principles of Local Taxation
    • Real Property Tax
    • Business and Local Taxes
    • Regulatory Fees and Charges and Local Economic Enterprises
    • LGU Credit Financing
  • Management of Local Treasury Services
  • Safekeeping of Local Funds and Records
  • Preparation and Analysis of Treasury and Treasury-Related Reports
  • Coordinating and Communicating Local Treasury Matters with Stakeholders (10%)
  • Management of Other PFM Areas
  • Management of Inter-Government and other Fund Transfers

How to file the application?

The Civil Service Commission Regional and Field Offices will implement an appointment scheduling system online for applicants In view of the COVID-19 situation and the minimum protocols to be observed.

Applicants shall book an appointment via the Online Scheduling System from July 21 to August 20, 2021. Acceptance of applications shall be on a FIRST-COME, FIRST-SERVED basis and shall be closed any time before the deadline if the target number of examinees has been reached.

Region 1

Region 3

Update: According to CSC Region 3, they already exceeded the allowable number of booking appointments, thus they are not accepting booking appointments for the filing of the application for the October 10 exam.

Region 5

The CSC Regional Office V will not yet accept applications on July 21, 2021. They are still coming up with procedures to ensure observance of health protocols.

Region 6

Filing of applications at the Aklan, Antique, Capiz, Guimaras, and Negros Occidental Field Offices will be from July 21 to August 20, 2021, subject to their respective appointment/scheduling system, if any.

Due to the ECQ status of Iloilo City until July 31, 2021, the CSC Regional Office No. VI in Mandurriao, Iloilo City, and the CSC Iloilo Field Office at Fort San Pedro, Iloilo City, will receive applications for the said examinations starting August 2, 2021, until August 20, 2021, subject to the quarantine classification of Iloilo City and Province

Region 7

CSC RO VII is not yet accepting applications for the Fire Officer Examination (FOE), Penology Officer Examination (POE), and Basic Competency on Local Treasury Examination (BCLTE) scheduled on October 10, 2021.

This is because they are still waiting for the approval of LGU-Cebu City to hold the said examinations in its jurisdiction taking into consideration the current COVID-19 pandemic.

Region 8

The CSC RO VIII will not yet accept applications on July 21, 2021. They are still coordinating with the Local Government Unit and the Inter-Agency Task Force (IATF) for the conduct of said examinations. Interested applicants are requested to wait for further instruction/announcement which shall be communicated on their Official Facebook page and website.

Region 10

CSCRO X will not yet accept applications on July 21, 2021 until further notice.

Region 12

The filing of the application SHALL BE DONE ONLINE through this link (https://iwap.cscro12.com) starting on 21 July 2021 at 8:00 AM.REMINDERS. For those interested to apply please have the requirements in ELECTRONIC COPY (ID picture, valid ID, Certificate of Live Birth (if applicable), Certificate of Employment (if applicable) prior to accessing the link for uploading purposes.

CARAGA

The filing of applications for the 2021 BCLTE in the CARAGA Region is deferred until further notice due to the MECQ classification in Butuan City and the current health situation in the region.

Passing Grade

To be able to pass the BCLTE, you need to get an average of 80. Local Treasury Eligibility will be the eligibility for passing the exam, which is second-level eligibility. It is ONLY appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not require the practice of the profession and are not covered by Bar/Board or Special Laws.

Things to Remember

  • NO FACE MASK and NO FACE SHIELD, NO ENTRY TO TESTING VENUE and NO EXAM
  • NO ID CARD/DOCUMENT, NO EXAM
  • Be at the testing venue not later than 6:30 a.m.
  • Wear your face mask and face shield and practice physical distancing at all times, unless otherwise allowed.
  • Bring your ID card preferably the same ID card presented during the filing of application.
  • Take with you a non scientific and non programmable calculator.
  • Bring your black ballpens. Borrowing of pens is not allowed.
  • Do not forget your Health Declaration Form.
  • Carry with you your hand sanitizer not more than 100 ml.
  • Wear proper attire on examination day, preferably plain white shirt/tops. SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS ARE NOT ALLOWED. Long hair (for both male and female) must be tied into a ponytail.
  • EXAMINEES ARE NOT ALLOWED TO BRING the following items to their seat: cellular phones and any other gadgets, including smartphones/watches and pens/eyeglasses with a built-in camera, wristwatches with calculator, books and other forms of printed materials, and all other similar items. Prior to occupying their assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area.
  • Also, examinees are encouraged to use transparent bags.
  • Using any aid in answering the test (such as calculators; books, dictionaries and other forms of printed materials, watch calculators; cellular phones, smartphones/watches, tablets, and any other gadgets; and all other similar materials/items) is NOT allowed.
  • Bringing the test booklet outside the testing room/venue is strictly prohibited. The examination, or test results, of those found violating this rule, shall be canceled
