Sara Z. Duterte, who is the Vice President of the Philippines and also serves as the Secretary of the Department of Education, signed the policy on the Immediate Removal of Administrative Tasks of Public School Teachers on Friday, January 26.
This signifies the commitment of the agency to provide better support to teachers and enhance their teaching abilities.
DepEd Order No. 002, s. 2024, was issued by VP-Sec. Duterte the day after her second Basic Education Report. This order aims to relieve teachers of administrative tasks, enabling them to focus more on actual classroom teaching.
During the Basic Education Report of 2024, VP-Sec. Duterte emphasized the importance of bringing teachers back to the classrooms.
To ensure the successful implementation of the policy, the Department of Education plans to hire 5,000 administrative personnel in 2023 and another 5,000 in 2024. Additional funding will also be provided to schools to hire the required administrative support staff.
As part of the transitional provisions, the policy requires immediate action from Schools Division Offices (SDOs).
This includes implementing clustering strategies, assigning administrative support personnel to clustered schools, transferring existing administrative tasks from teachers to school heads and non-teaching staff, and hiring administrative support personnel within a period of sixty (60) calendar days.
Furthermore, DepEd will soon release policy guidelines on the welfare and well-being of teachers.
Secretary Sara added that they will continuously explore different approaches and implement policies to address issues related to teachers’ net take-home pay.
The Department is also working towards establishing a Calamity Fund for teachers, introducing a policy on Teaching Overload Pay, and ensuring that the next budget provides sufficient allocation for teachers to receive overtime pay. Moreover, DepEd plans to increase the cap for service credits from 15 to at least 30 days.
