MMDA modified number coding scheme to start on June 8

Update: June 7, 2020: Modified Number Coding Scheme Postponed.

The Metropolitan Manila Development Authority (MMDA) will start the Unified Vehicular Volume Reduction Program (UVVRP) this June 8, 2020. Also known as the modified number coding scheme, it is approved by the Metro Manila Council (MMC) and will take effect for the duration of the General Community Quarantine (GCQ).

Vehicles automatically exempted from the coding scheme

Under the MMDA Regulation 2020-001 series of 2020, the following vehicles are exempted from the number coding scheme:

  • private vehicles provided that: a) there are two or more passengers including the driver; b) physical distancing is strictly observed, and c) all passengers shall wear face masks.
  • Owner-driven or self-driven private motor vehicles of doctors, nurses, and other medical personnel.
  • Further, all Authorized Persons Outside Residence (APOR), as specified on the latest guidelines of the IATF, are exempted.

MMDA advised the operators of transport network vehicle service (TNVS) are required to put signage so they could easily be recognized as TNVS.

The regulation was unanimously approved by all the mayors of the seventeen local government units of Metro Manila during the last MMC meeting held on May 26, 2020.

Since March 13, the number coding scheme has been suspended by President Rodrigo Duterte after Metro Manila has been placed under Enhanced Community Quarantine.
