Administrative Order 39: Authorizes 20k aid to EC Pensioners

President Rodrigo Duterte signed Administrative Order (AO) No. 39 which authorizes the grant of one-time financial assistance to employees’ compensation pensioners of the  Social Security System (SSS) and Government Service Insurance System (GSIS).

Who are the EC Pensioners?

 EC pensioners are persons with permanent partial disability (PPD) or permanent total disability (PTD) because of their work or their working environment. They can also be the beneficiaries of the employees who died due to work-related contingencies.

In case of the death of the eligible EC pensioner during the prescribed period of January 1, 2020, to May 31, 2021, the one-time financial assistance will be released to his or her beneficiary.

Based on the Administrative Order, “The ECC is hereby authorized to grant a one-time financial assistance of P20,000 to EC pensioners for permanent partial disability, permanent total disability, and survivorship, in the private and public sectors, subject to the availability of funds and pertinent laws, rules, and regulations.”

The grant will benefit more or less 31,000 pensioners. It will take effect immediately following its publication in the Official Gazette or a newspaper of general circulation.

President Duterte recognized the increased financial and health burdens experienced by the EC pensioners. As they said, it is better to have something than nothing at all. For sure this will really help a lot to all pensioners during this pandemic. They have also made it a point that the pensioners can get their pensions by not leaving their houses and go to the bank personally to have their attendance. The President instructed the SSS and GSIS to set aside funding on the said AO so that the pensioners can avail of such grant by the government.

The Employees’ Compensation Commission (ECC) in coordination with GSIS and SSS will be expected to release an Implementing Rules and Regulation (IRR) for the effective implementation of the order.

Meanwhile, DOLE is also rolling out their financial assistance to local government units that are affected by the pandemic, they are giving financial aid to the constituents of Barangay’s to help in the Clean and Green project of the state.
