The IATF updated the list of green countries and jurisdictions classified as “low-risk” based on their (Covid-19) incidence rate. Fully vaccinated International Arriving Passengers who stayed exclusively in the Green List countries/jurisdictions/territories will no longer be quarantined upon arrival in the Philippines if they present a negative RT-PCR test taken 72 hours before arrival.
IATF List of Green Countries
Green List” countries/jurisdictions/territories are those classified by the IATF as “Low Risk” countries/jurisdictions/territories, upon recommendation of the DOH based on the following metrics: (i.) for populations greater than 100,000, the incidence rate (cumulative new cases over the past 28 days per 100,000 population) shall be less than 50; and (ii.) For populations, less than 100,000, the COVID-19 case counts (cumulative new cases over the past 28 days) shall be less than 50, as prescribed by its Technical Advisory Group.

The IATF also approved the recommendation of the Department of Foreign Affairs for the national COVID-19 vaccination certificates of Australia, Czech Republic, Georgia, India, Japan, The Netherlands, United Kingdom, Turkey, and Samoa to be accepted or recognized for purposes of arrival quarantine protocols, as well as for interzonal/intrazonal movement.
Fully Vaccinated Passengers from the Green Countries
Fully vaccinated International Arriving Passengers who stayed exclusively in the Green List countries/jurisdictions/territories will no longer be quarantined upon arrival in the Philippines if they present a negative RT-PCR test taken 72 hours before arrival.
Filipino workers (OFWs) or non-OFWs from green states also have the option to undergo a facility-based quarantine until the release of their negative RT-PCR test result taken in the quarantine facility upon arrival in the country.
Unvaccinated or Partially Vaccinated individuals
Unvaccinated or partially vaccinated individuals, and those with unverified vaccination status, and those who failed to comply with the “test-before-travel requirements” need to undergo a facility-based quarantine until the release of their negative RT-PCR test taken on their fifth (5th) day in the country. In the case of foreign nationals, they shall be required to secure hotel reservations for at least six days.
Unvaccinated Minors traveling with Fully Vaccinated Parents/Guardians
In the case of unvaccinated or partially vaccinated minors traveling with their fully vaccinated parents or guardians, they are mandated to observe the quarantine protocols corresponding to their vaccination status. A parent/guardian shall accompany the child in the quarantine facility for the full term of the latter’s facility-based quarantine period,” he said.
