No Contact Apprehension Quezon City: What you Need to Know

No Contact Apprehension Program (NCAP) implementation in Quezon City will start effective July 01, 2022. I know a lot of you are still not familiar with the program. What does NCAP mean and how does it work? We will be discussing all your frequently asked questions here.

What is No Contact Apprehension Program (NCAP)?

No Contact Apprehension Program (NCAP) is the term for catching traffic violations without the necessity for actual arrest by law enforcement. The City Government will use traffic enforcement cameras and other surveillance tools to continuously monitor the main highways in Quezon City. The technology will record the license plates of vehicles whose drivers break traffic laws.

The local government will deliver the Notice of Violation (NOV) to the offender’s home. It will be sent via registered mail, a city-employed process server, or a private courier. The NOV shall be given to registered owners of vehicles whose residences are in Quezon City within fourteen (14) working days of the traffic violation’s commission. For registered vehicle owners who don’t live in Quezon City, the delivery of the NOV may take longer than fourteen (14) working days from the time the traffic infraction was committed.

How to Pay for No Contact Apprehension?

You can pay in three ways:

  • Online payment via the website: http://nocontact.quezoncity.gov.ph/
  • Over-the-counter (OTC) at select bank branches
  • Cash payment can also be made at Ground Floor, Department of Public Order and Safety Building, Quezon City Hall Compound, Kalayaan Avenue, Quezon City

You should pay the penalty or fine within thirty (30) days from receipt of the Notice of Violation. In the event that you miss the deadline, there will be a further 5 percent late fee. A list of registered car owners with unpaid balances will be provided to the LTO, who will prevent them from renewing their vehicle registration until the whole balance is paid.

Is it Possible to contest the Notice of Violation?

Yes, you can contest the Notice of Violation by filing a protest to the Traffic Adjudication Board located on the 2nd Floor, DPOS Bldg., Quezon City Hall Compound, Kalayaan Avenue, Quezon City within ten (10) days from receipt of the Notice of Violation.

What happens if I get an NOV for a car I sold but that is still on the registration in my name?

You need to file a protest within ten days along with the following requirements:

  1. Copy of Notice of Violation;
  2. A complete copy of the Notarized Deed of Sale of the vehicle, stating the identity of the buyer, his/her address, and a valid ID.

However, if the buyer fails to pay the penalty or fine, the Traffic Adjudication Board shall likewise instruct the LTO to put an alarm on the registration of the vehicle, which will prevent its renewal until the traffic violation has been paid/settled. 

What if I wasn’t operating the vehicle when it was caught under the NCAP at the time?

You need to file a protest within ten days along with the following requirements:

  1. Copy of Notice of Violation;
  2. Copy of the Driver’s License of the alleged driver; and
  3. Notarized Affidavit of the alleged driver, admitting that he/she was driving the vehicle referred to in the Notice of Violation.
  • However, if the alleged driver fails to pay the penalty or fine, the Traffic Adjudication Board shall likewise instruct the LTO to put an alarm on the registration of the vehicle and/or the Driver’s License of the alleged driver.

The Vehicle Caught Under The NCAP Was Stolen. What Can I Do?

File a protest within ten (10) days from receipt of the Notice of Violation to the Traffic Adjudication Board together with a copy of the Philippine National Police (PNP) or Land Transportation Office (LTO) Report, showing that the vehicle was reported stolen prior to the cited violation.

What if I committed a traffic violation due to an emergency?

After receiving the NOV, you have 10 days to register an appeal with the Traffic Adjudication Board and provide proof of emergency during the cited violation.

Will Traffic Enforcers Continue To Apprehend Violators?

Traffic enforcers will continue to apprehend violators, issue Ordinance Violation Receipts, and confiscate driver’s licenses. In case the violator is caught by both a traffic enforcer and the NCAP for the same violation, the traffic enforcer’s apprehension shall prevail over the NCAP.
