The Inter-Agency Task Force (IATF) on Friday, February 26, 2021, approved oks the uniform travel protocols for all local government units (LGUs).
IATF Resolution 101
The Inter-Agency Task Force (IATF) approves the uniform travel protocols for land, air, and sea crafted by the Department of the Interior and Local Government (DILG), in coordination with the Union of Local Authorities of the Philippines, League of Provinces of the Philippines, League of Municipalities of the Philippines, and the League of Cities of the Philippines with the following provisions:
- Minimum public health standards, such as physical distancing, hand hygiene, cough etiquette, and the wearing of face masks and face shields shall continue to be strictly implemented by authorities across all settings.
- Clinical and exposure assessment to be strictly implemented in all ports of entry and exit while health assessment of passengers, supervised by medical doctors, will be mandatory upon entry in the port or terminal and exit at point of destination.
- Travelers will no longer be required to undergo COVID-19 testing except if the Local Government Unit (LGU) of destination shall require testing prior to travel.
- Testing for COVID-19 will be limited to RT-PCR tests.
- Travelers will no longer have to undergo quarantine unless an individual shows symptoms upon arrival at the LGU of destination.
- Travel authority issued by the Joint Task Force COVID Shield and health certificates will no longer be required.
- Authorized persons outside of residence (APORS) from national government agencies and their attached agencies must provide their ID, travel order, travel itinerary, and must also pass symptom-screening at ports of entry and exit.
- The Safe, Swift, and Smart Passage (S-PaSS) Travel Management System of the Department of Science and Technology (DOST) will be institutionalized as the one-stop-shop application/communication for travelers.
- The StaySafe.PH System shall be utilized as the primary contact tracing system. The TRAZE App for airports and other existing contact tracing applications must be integrated with the StaySafe.PH System.
- All terminals must have sufficient quarantine/isolation facilities. All ports and terminals shall have a referral system wherein travelers who become symptomatic shall be transferred to quarantine/isolation facilities to enable the Bureau of Quarantine for airports, or local health officials in case of LGUs, to take over.
- All buses in the National Capital Region bound for provinces will be required to use the Integrated Terminal Exchange as the central hub for transportation. No bus company or public transport shall be allowed the use of their private terminals.
- At the option of the LGUs, they may provide transportation for all travelers who are transiting from one LGU to another in cases of arrivals at air and seaports to their end-point destinations.
