Regional Operations Group (ROG) under the Rapid Growth Project

POSITION: FINANCIAL SERVICE SPECIALIST

NATURE OF APPOINTMENT: Contract of Service (COS)

Job Description:

  • Oversee the selection of FSPs and of consultants or service providers required for the implementation of Components on TA for FSPs and Innovation Fund.
  • Monitor the progress of partner FSPs and oversee their evaluation at the end of project, to determine and document the degree of development achieved by each FSPs.
  • Liaise with Small Business Corporation, GFIs and other financial institutions at the Head Office on the drafting and negotiations of Memoranda of Agreement, its implementation and coordination of activities under the RAPID Growth project.
  • Responsible for the drafting of the following reports covering his/her area of responsibility:
  •   o Annual work plan and budget
  •   o Annual procurement plan
  •   o Quarterly, semi-annual and annual monitoring report
  •   o All other reports and documents to be required by the PCO, IFAD, NEDA and other oversight agencies
  • Assist the Undersecretary of ROG in the planning, coordination monitoring of the project.
  • Coordinate with PCO and other concerned DTI Offices on the plans, activities, status/accomplishment reports, financial reports and other concerns endorsed for action and /or approval of Office of the Undersecretary ROG.
  • Review for consistency with project plans and policies all documents endorsed for approval /signature of OUROG.
  • Assist in the Review Missions to be conducted by IFAD, NEDA and other oversight agencies in the area of financial services and all other areas as assigned by the ROG Undersecretary.
  • All other tasks that may be assigned by the ROG Undersecretary in line with the project.

Qualification Standards:

  • Education: At least Bachelor’s Degree in Economics, Public Policy, Agribusiness or other related fields; Earned units or completed Master’s degree is an advantage;
  • Experience: At least two (2) years experience involving technical position, preferably in foreign assisted projects implemented by an economic government agency.
  • Training: At least sixteen (16) hours of training in related technical skills;
  • Skills:   
  •   o Senior technical skills 
  •   o Familiarity with economic development tools, particularly in value chain development, results-based management, and other related tools and approaches utilized by the government and development partner agencies
  •   o Oral and written communication skills in English and Filipino
  •   o Competent in the use of Microsoft Word, Excel and Powerpoint

Contract of Service (COS) Positions

1. Level of Position: Contract of Service
Position Title: Media Production Specialist
Period of Hiring: Six (6) Months

Duties and Responsibilities
Under general supervision, creates the design and artistic development of various DTI KMIS publications and other materials, undertakes desktop publishing graphics, designs and revises DTI collateral materials, and provides other related creative consultancy services.

Characteristics

1. Provides general art direction on the creative conceptualization for DTI knowledge products and services (KPS) such as the Department’s brochures, folios, signages, posters and other information, education and communication (IEC) materials;
2. Provides art direction on specific materials for external and internal use;
3. Provides the necessary design and layout, including templates, for DTI’s publication materials;
4. Recommends visual/layout/photographic requirements for various IEC materials;
5. Provides support to management on other artistic and design needs of the agency;
6. Writes articles for regular and special publications and reports; and
6. Perform any other tasks required by the exigencies of the service.  

Qualification Guide

  • Education: Preferably Bachelor’s Degree in any field of Fine Arts, Computer Science Major in Animation,  Fashion Design, and Mass Communication
  • Experience: With demonstrable experience in the implementation of creative projects for government and non-government organizations.
  • Must have at least five (5) years’ experience in graphic design.
  • Must be proficient on the use of common application such as among others Publishing, Presentation, In-Design, Graphics Illustrator, Adobe Premiere, Photoshop, and other related software.
  • Knowledge in image editing or graphics design programs is a must. Sample works and references are required for evaluation.
  • Excellent creative skills and strong artistic capability to work under pressure, independently or as team player, pays attention to detail, and ability to identify and work within any constraints imposed by the target medium or platform.
