CSC MINIMUM QUALIFICATION STANDARDS:

Education: Completion of two-year studies in tertiary education, or graduate of any two-year technical vocational course
Experience: One (1) year of relevant experience
Training: Four (4) hours of relevant training
Eligibility: Career Service (Subprofessional) / First Level Eligibility

Job Summary:

Under general supervision and with limited latitude for the exercise of independent judgment, the Project Evaluation Assistant provides administrative support in the implementation of monitoring and evaluation (M&E) activities for projects and programs. The role involves assisting in the collection, organization, and analysis of performance data; preparation of evaluation tools and documentation; and provision of administrative support in the preparation of reports and presentations. The Project Evaluation Assistant helps ensure that evaluation processes are timely, systematic, and aligned with project objectives and performance indicators to inform decision-making and improve implementation effectiveness.

Statement of Duties and Responsibilities:

1.  Assists in the design and administration of monitoring and evaluation tools, such as surveys, interview guides, and data collection templates.
2. Supports data collection activities in the field or from partner units, ensuring completeness, accuracy, and timeliness of submission.
3. Encodes, cleans, and organizes data from various sources for analysis and reporting.
4. Assists in the preparation of evaluation reports, presentations, and dashboards, using appropriate formats and visualizations.
5. Maintains an updated database of performance indicators, project outputs, and outcomes, aligned with the project’s results framework.
6. Documents findings, lessons learned, and best practices from evaluations, stakeholder consultations, or validation activities.
7. Coordinates with implementing units, partners, and stakeholders to gather relevant project information and clarify data-related concerns.
8. Provides logistical and administrative support during evaluation activities, such as field visits, focus group discussions, and stakeholder workshops.
9. Supports the tracking of project accomplishments against targets and timelines for use in progress reports and management decision-making.
10. Performs other related tasks as may be assigned by the Monitoring and Evaluation Officer or supervisor.

ONLY WITH WORK EXPERIENCE:
Copy of performance rating in the present position for the last rating period or its equivalent for external applicants, and must have a Very Satisfactory rating.

• Written Exam (TE) 25%
• Background Information (BI) 10%
• IPCR or Any Related Performance Assessment/Review 5%

Cut-off Scores:
1. Initial Shortlisting: Obtain 80% or 48 points of the maximum total score of the ETE
2. Technical Examination: Applicant shall obtain 60% of the maximum total score of the Technical/Special Examination
3. Final Shortlisting: All applicants with an overall rating not less than 80%
