The Commission on Higher Education is calling for applicants interested in applying for the Medical Scholarship and Return Service (MSRS) Program for AY 2024-2025.
The Commission on Higher Education (CHED) offers aspiring medical professionals a transformative opportunity through the Medical Scholarship and Return Service (MSRS) Program.
This initiative provides financial assistance and support to qualified Filipino students committed to serving their communities, particularly those in underserved and disadvantaged areas.
Scope and Coverage
The MSRS program is designed for deserving Filipino students willing to undertake a mandatory return service, with preference given to those in specific priority groups, including:
- Residents in municipalities without government physicians
- Residents of Geographically Isolated and Disadvantaged Areas (GIDA) or areas prone to calamities and conflict, as identified by the Philippine Statistics Authority (PSA)
- Residents in low-income municipalities with high poverty incidence
- Members of indigenous populations or ethnic groups, as certified by local government units or the National Commission on Indigenous Peoples (NCIP)
- Dependents of community health volunteers
- Families with a combined annual income of less than Php 450,000
Eligibility Requirements
To qualify for the scholarship, applicants must meet the following requirements:
- Filipino citizen residing in the Philippines
- Graduate or graduating student of an appropriate undergraduate program required for a Doctor of Medicine degree, or enrolled in an accredited medical program
- Have obtained the National Medical Admission Test (NMAT) score mandated by CHED and the admitting university
- Passed the entrance exams and other requirements for admission into a Doctor of Medicine degree at any participating State Universities and Colleges (SUCs) or Private Higher Education Institutions (PHEIs)

Documentary Requirements
Applicants must submit the following documents:
General

- Proof of Filipino citizenship such as any government-issued document showing proof of Filipino citizenship, including, but not limited to a certified true copy of Birth Certificate issued by the Local Civil Registry or Philippine Statistics Authority (PSA)/ Philsys ID;
- Certificate of Good Moral Character;
- Additional requirements for priority groups (as applicable):
- Certification of Residency issued by the barangay;
- Certification as members of indigenous people or minority group/ National Commission on Indigenous Peoples (NCIP) certificate;
- Tax Exemption/Tax declaration (from BIR) or social case study duly signed by a registered social worker where the applicant resides;
- Certification issued by the DOH-Bureau of Local Health Systems and Development that the applicant is a dependent of community health volunteer; and
- Certification from the Local Disaster Risk Reduction and Management Office (LDRRMO) or Department of Social Welfare and Development (DSWD) that the applicant is from the calamity-prone and conflict areas.
Specific

- Affidavit of no existing scholarship grant.
Financial Assistance and Benefits
The CHED Medical Scholarship provides significant financial assistance, including:
- Tuition and Other School Fees (TOSF):
- SUCs: Full coverage of actual TOSF, paid directly to the university
- PHEIs: Up to Php 100,000 per semester for tuition fees
- Subsidies and Allowances:
- Book Allowance: Php 13,000 per semester
- Clothing/Uniform Allowance: Php 3,500 per semester
- Miscellaneous Allowance: Php 6,000 per semester
- Living Subsidy: Php 30,000 per semester
- Lodging Allowance: Php 30,000 per semester
- Transportation Allowance: Php 6,000 per semester
In addition to these, students in their internship year or fifth year of medical school will receive further allowances, including a one-time Board/Licensure Examination Review and application fees amounting to Php 16,000.
- Insurance: Scholars are also enrolled in the National Health Insurance Program (PhilHealth) and provided GSIS Accident Insurance, both paid by CHED.
Selection Criteria
Applicants are evaluated based on several categories, including:
- Residence: Priority is given to applicants from GIDA, calamity-prone, and conflict areas.
- Income: Applicants with lower annual family income are given preference.
- NMAT and General Weighted Average (GWA): These scores heavily influence the selection process.
- Affiliation and Ancestral Domain: Applicants from indigenous communities or with dependents serving as community health volunteers are prioritized.
Applicants should submit their application through their HEI on or before 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟑𝟎, 𝟐𝟎𝟐𝟒.
