Updated October 12, 2026. This NewsToGov guide explains how to file a dole complaint for unpaid final pay in the philippines for private-sector workers in the Philippines. Actual entitlements depend on applicable law, contracts and facts of the employment relationship.
When should you seek help?
If more than 30 days have passed since separation without final pay and no more favorable release arrangement applies, you can ask DOLE for assistance. You can also seek help when an employer refuses to issue a requested Certificate of Employment within three days.
Step 1: Gather documents
Prepare identification, employer name and worksite address, employment and separation dates, payslips, proof of unpaid amounts, and copies of written requests or HR replies. A complete paper trail helps explain the dispute.
Step 2: Contact DOLE
DOLE’s January 2026 notice lists Hotline 1349 (Monday–Friday, 6 a.m.–10 p.m.), [email protected], and its official Facebook page. You may also approach the DOLE regional, provincial, or field office relevant to your workplace or residence.
Step 3: Request assistance
Ask about filing a Request for Assistance (RFA) under the Single Entry Approach (SEnA) for conciliation. State the exact unpaid benefits and the separation date. The office will advise on the appropriate procedure and next steps.
What happens next?
DOLE may arrange a conciliation process and advise on referral or further remedies if the dispute is unresolved. Do not pay unofficial intermediaries or disclose sensitive documents to unverified social-media accounts.
