Employee Exit Clearance Philippines: Employer and Employee Obligations

Updated October 12, 2026. This NewsToGov guide explains employee exit clearance philippines: employer and employee obligations for private-sector workers in the Philippines. Actual entitlements depend on applicable law, contracts and facts of the employment relationship.

What is exit clearance?

Exit clearance is an employer’s process for verifying the return of company property, completion of handover, and resolution of documented accountabilities. Requirements differ by employer and should be communicated clearly.

Employee responsibilities

Return company devices, access cards, keys, and records; complete handover; document returned items; and request written acknowledgment. Do not surrender personal documents without a legitimate reason.

Employer responsibilities

Provide a reasonable process, identify actual outstanding accountabilities, communicate any proposed deductions and their basis, and comply with DOLE’s final-pay and COE timelines. An internal clearance procedure should not become an indefinite obstacle to release.

What if HR will not sign clearance?

Ask for a written explanation identifying each outstanding item, respond with proof, and request an itemized final-pay statement. For persistent disputes, seek assistance from DOLE.

Related rights

Final pay and a Certificate of Employment are separate matters. A COE should be issued within three days of the employee’s request under DOLE Labor Advisory 06-20.
