Updated October 15, 2026. The Department of Labor and Employment (DOLE) has announced an enhanced Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) framework designed to connect eligible emergency-employment beneficiaries with skills training, enterprise support and job opportunities. The enhancements are described in DOLE’s October 1–2 announcements and Department Order No. 239-E, Series of 2026.
What are the seven TUPAD innovations?
- SkillPass — documentation of work experience and skills, with possible TESDA training, assessment and certification pathways.
- Tropa Negosyo Trabaho (also described as Puhunan Ko/Tropa Negosyo Trabaho) — group enterprise pathways for eligible beneficiaries.
- Sagip-Trabaho — an employment-support pathway under the enhanced framework.
- KaHANAP — an employment-facilitation pathway.
- Match Fund LGU — a local-government partnership component.
- Tulong-Aral — an education-related pathway.
- Trabahong-Dagat — a pathway focused on maritime or coastal livelihoods.
The exact eligibility, available slots, financial support and implementation schedules can vary by component and locality. Inclusion in the framework does not mean that all seven programs are accepting applications everywhere. Avoid claims of guaranteed business grants or automatic cash awards unless the relevant DOLE implementing guidance confirms them.
Who should inquire and where?
Workers interested in TUPAD or a related pathway should contact their nearest DOLE regional or field office, or their local Public Employment Service Office (PESO), to confirm current projects, eligibility, documentary requirements and referral procedures. DOLE has not announced one nationwide application deadline covering all seven components in the cited releases.
