DOLE Tulong-Aral 2026: Who Can Apply as Mentors, Requirements and Latest Updates

The Department of Labor and Employment (DOLE) has introduced Tulong-Aral: TUPAD for Foundational Learning, an initiative that engages qualified education graduates, teacher licensure passers, and academic mentors to support Grade 1 to Grade 3 learners struggling with reading, writing, and mathematics. The Philippine Information Agency reported further implementation details on October 12, 2026.

What is Tulong-Aral?

Tulong-Aral is one of seven innovations under the enhanced Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program. It combines temporary work opportunities for eligible mentors with supplemental foundational learning support for young pupils. It is intended to complement, not replace, regular DepEd teachers and classroom instruction.

Who may qualify as a mentor?

  • Qualified graduates of education programs
  • Newly licensed teachers and teacher licensure examination passers
  • Other qualified academic mentors, subject to implementing rules and screening

These are groups identified in government announcements, not a final nationwide eligibility checklist. Specific academic credentials, selection procedures, documentary requirements, and available slots should be confirmed with the implementing DOLE office.

How will the program work?

  • Focus: remedial reading, writing, basic arithmetic, and age-appropriate money skills for Grades 1–3.
  • Maximum mentor-to-learner ratio: 1:5.
  • Mentors undergo a 10-day capacity-building course before supervised engagement.
  • Child-protection safeguards are required.
  • Sessions may be arranged after classes or on weekends depending on local conditions.

Is Tulong-Aral hiring now? How to apply?

As of October 12, 2026, the cited national announcements do not provide a nationwide application portal, opening date, salary or daily allowance, or submission deadline. Interested applicants should monitor official DOLE regional offices and local government announcements for verified calls for mentors. Do not pay anyone claiming to guarantee a slot.

Is this the same as DepEd’s ARAL Program?

No. Tulong-Aral is a DOLE TUPAD initiative coordinated with DepEd. Although both support foundational learning, applicants should not assume that application rules or compensation arrangements for DepEd’s ARAL Program also apply to Tulong-Aral.
