Government workers who did not pass the Civil Service Examination may qualify for additional points under the Civil Service Commission’s Career Service Eligibility–Preference Rating (CSE-PR) program. The benefit is not automatic and applies only to eligible personnel who meet the CSC’s requirements.
What is the CSE-PR program?
Under CSC Resolution No. 2600729, qualified applicants with a failing Professional or Subprofessional examination rating of at least 70.00 may be granted up to 10 preference points toward the passing rating of 80.00. The number awarded depends on CSC evaluation.
Who may qualify?
Covered categories include qualifying job order and contract-of-service personnel, casual, contractual and coterminous workers, certain temporary appointees, government interns, and other categories specified by CSC, including eligible uniformed personnel. Coverage and earliest qualifying examination dates differ by category.
Key eligibility requirements
- A failing CSE Professional or Subprofessional rating of at least 70.00.
- At least five aggregate years of qualifying government service.
- At least a Very Satisfactory performance rating, or equivalent, for the latest two applicable rating periods.
- Submission of complete requirements within the CSC-prescribed deadline.
A qualifying score does not guarantee ten additional points, civil service eligibility, or a government appointment.
Application deadlines
- March 8, 2026 CSE-PPT: November 18, 2026.
- August 9, 2026 CSE-PPT: April 5, 2027.
Applicants must verify that their employment category and examination date are covered before filing.
