Social Pension Program only for Indigent Seniors – DSWD

The Department of Social Welfare and Development (DSWD) emphasizes that only indigent senior citizens are qualified to receive the social pension provided for by Republic Act (RA) 9994 or the Expanded Senior Citizens Act of 2010.

“In as much as DSWD would want to include all senior citizens, the budget for the SPISC is limited,” the agency said.

DSWD assures the public that it is doing its best to ensure that only the rightful beneficiaries are provided with government assistance such as a social pension.

What is the Social Pension Program?

Social Pension Program for Indigent Senior Citizens (SPISC) is the additional government assistance in the amount of Five Hundred Pesos (P500.00) monthly stipend, to augment the daily subsistence and other medical needs of indigent senior citizens.

It aims to improve the condition of indigent senior citizens by augmenting their daily subsistence and medical needs; reduce the incidence of hunger; and protect them from neglect. abuse, deprivation and natural and man-made disasters.

SPISC is being implemented by DSWD in coordination with City or Municipal Social Welfare and Development Office (C/MSWDO) as well as with the Office of the Senior Citizens Affairs (OSCA).

Who are qualified in the Program?

  • A person who is 60 years or older;
  • Senior citizens who are ill, frail, or with a disability;
  • With no regular income or support from family members and relatives; and
  • Without pension from private government institutions.

What are the requirements for this SPISC?

Senior citizens who are interested in the program are expected to submit the following:

  • Office of the Senior Citizens Affair (OSCA) ID
  • (Not required but strong proof) 1 valid government ID
  • Birth Certificate or any proof that states the date of birth

Once all of these are completed, qualified senior citizens may apply for the pension program at:

  • Office of the Senior Citizen Affairs
  • City/Municipal Social Welfare and Development Office
  • DSWD Regional Office

On the other hand, under the guidelines of the program, the Barangay Senior Citizens Association may recommend or submit a list of potential beneficiaries to the OSCA Head or to the C/MSWDO.

The OSCA Head shall consolidate the list of all potential beneficiaries certified by the C/MSWDO for submission to the concerned DSWD Field Office (FO).

The DSWD FO shall then cross-match the consolidated list submitted with the available data from Social Security System (SSS), Government Service Insurance System (GSIS), Philippine Veterans Affairs Office (PVAO), and private insurance companies.

The FO’s social worker or focal person shall take the lead in the conduct of the assessment of the list of potential beneficiaries.
