How to register on Higala app to generate qr code?

Under the ORDINANCE NO. 14023-2021 which is the HIGALA APP ORDINANCE released by the City Government of Cagayan De Oro instituting the Higala online application as the principal contact tracing system for Covid 19 in the city.

It mandates the use of the higala app QR code for all residents and non-residents to use in entering all establishments, offices, and other entities.

What is a Higala App?

Higala app is an app that collects personal information of clients and visitors to monitor foot traffic entering a certain establishment, office, etc. The collected data will be used for emergency purposes like contact tracing following the Implementing Rules and Regulations of Data Privacy Act Rule V. Section 21.d.

It is developed by the City Management Information System Office and managed by the City Tourism and Cultural Affairs Office.

HIGALA APP REGISTRATION (For individual registration)

STEP 1: Register or Log-in

Register at higala.cagayandeoro.gov.ph. If you have a hard time accessing the first link. You can try this alternate link given by the City Government http://services.cagayandeoro.gov.ph:8087/higala/.

STEP 2: Fill out the Registration Form

Fill in the necessary details. Input your information correctly. Check the consent box and click I am not a robot.

STEP 3: Verify your account and Change the default password

Verify your registered account and change your password. You will receive a verification code in your provided contact number/email so be sure to double-check it. You will also receive notifications through it.

Step 4: Login and generate QR code

Two ways to scan Higala app QR code

There are two ways to scan the higala app QR code.

1. Scan the establishment QR code. The said establishment will post its QR code to allow individuals to scan it using the higala app. You need to have an internet and logged in to your account when you scan the establishment’s QR code.

2. The establishment will scan your QR code. You should ready your QR code to let the establishment scan it. You can either screenshot or print your QR code. Note: Only QR Codes generated and downloaded from the Higala App can communicate with the Higala QR Code scanners. Please be reminded that acquiring a Higala QR code does not count as an exit pass. The Barangay Exit Pass (BEP) or Company ID is still required.
