October 13, 2026 — The Department of Social Welfare and Development (DSWD) is preparing to shift implementation of the Pantawid Pamilyang Pilipino Program (4Ps) from a household-based approach to a family-based approach. The agency is refining implementation policies and digital systems following consultations with national and regional field personnel.
Important for beneficiaries: The announcement describes ongoing policy and systems preparations. It does not announce that all 4Ps beneficiaries must immediately re-register, nor does it announce the cancellation of existing cash grants.
What is changing in the 4Ps program?
Under the family-based approach, the family will become the primary unit for monitoring program compliance and delivering social case management. DSWD says this approach is intended to better reflect the circumstances of Filipino families, including those headed by grandparents who are legal guardians of child beneficiaries.
The shift follows the adoption of a family-centered policy direction. The 4Ps National Advisory Council adopted Resolution No. 2, series of 2026, on March 26, addressing the use of the family as a unit of intervention.
What did DSWD discuss during the consultation?
DSWD’s Conditional Cash Transfer Group held a consultation writeshop from September 29 to October 1, 2026, in Pasig City. National and regional implementers discussed proposed rules and changes to the 4Ps Forward Digital System, including:
- How families are selected and identified for program management;
- Succession rules and changes to family records;
- Registration and updating of beneficiary information;
- Compliance monitoring and Family Development Sessions;
- Grievance handling and cases in geographically isolated areas.
DSWD also discussed safeguards intended to prevent changes in family records from affecting historical compliance records or the grants of eligible families.
Will existing 4Ps beneficiaries lose their benefits?
DSWD has not announced a blanket termination of benefits because of this transition. Its October 13 statement says implementers are working on safeguards for eligible families. Actual eligibility and grant decisions remain subject to applicable 4Ps policies and assessments.
Do 4Ps beneficiaries need to re-register now?
The October 13 announcement does not direct every beneficiary to immediately submit a new application or re-register. Beneficiaries should follow instructions from authorized 4Ps field personnel and official DSWD channels rather than relying on unverified registration links or social media claims.
When will the family-based approach take effect?
DSWD’s announcement does not provide a nationwide implementation start date. The consultation is expected to produce consolidated policy recommendations, a refined implementation framework and standard guidance for field staff. Additional instructions may follow as the agency completes preparations.
What should beneficiaries do?
For now, beneficiaries should continue complying with existing program requirements and monitor official notices from DSWD and their assigned City or Municipal Link. They should not assume that their grant amounts, compliance requirements or beneficiary status have changed based solely on this announcement.
