DOLE to provide 5000 Financial support to displaced workers

The Department of Labor and Employment (DOLE) announced on Tuesday that they will give P5000 financial support to workers affected by the enhanced community quarantine in Luzon.

Department Order 209, series of 2020

A guideline was released on the adjustment measures program for affected workers due to the covid 19. Under the Department Order no. 209 Series of 2020, one-time financial assistance equivalent to P5000 shall be provided to affected workers in a lump sum, non- conditional, regardless of employment status.

Affected workers are workers in private establishments whose employment face or suffer interruption due to the Covid 19 pandemic. This includes:

  • Retained Workers who do not receive regular wage– workers whose working hours and, therefore regular wage is reduced due to the implementation of Flexible work arrangements, as defined under the DOLE Labor advisory no. 9 series of 2020 (i.e. reduction of work hours/workdays, rotation of workers, forced leave) as mitigating measures enforced by the employer.
  • Suspended Workers– workers whose employment is temporarily suspended by reason of the suspension of operations of the employer’s business establishment.

Government employees are excluded from the program.

Aside from the financial support the program also offers Employment Facilitation. This shall provide affected workers access to available job opportunities suitable to their qualifications through job matching, referral, and placement services either for local or overseas employment.

How to avail of the financial program?

The applicant must be a private establishment that has implemented temporary closure due to the Covid 19 pandemic.

Documentary Requirements

The affected establishment must submit the following:

  • Establishment Report on the Covid 19 pursuant to Labor advisory no.9 series of 2020.
  • Company payroll for the month prior to the implementation of FWA or temporary closure.

Application Process for DOLE financial assistance

The private establishment shall apply online to the appropriate DOLE Regional Office. The application shall be evaluated by the DOLE within the 3 working days.

A notice of approval for approved application shall be released within 3 working days after the evaluation of DOLE. While a notice of denial shall be released if the application is denied because of the following reasons: a.) ineligibility of applicant, b.) misrepresentation of facts in the application, c.) submission of falsified or tampered documents.

Upon approval, the DOLE shall issue financial support directly to the beneficiary’s payroll account through a bank transfer within two weeks upon receipt.
