DBM COMPASS 2026: How to Track Government Spending and Projects

Updated October 14, 2026. The Department of Budget and Management (DBM) is expanding COMPASS (Centralized Open Monitoring Platform for Appropriations and Spending Statistics), a government transparency platform intended to help Filipinos follow where public money goes—from appropriations and budget releases to procurement, project implementation and, eventually, citizen reporting.

In an October 13, 2026 DBM announcement, Acting Budget Secretary Kim Robert C. De Leon described the expansion as a work in progress, with broader end-to-end monitoring targeted for 2027. The platform is not yet a complete real-time tracker of every government project.

What is DBM COMPASS?

COMPASS stands for Centralized Open Monitoring Platform for Appropriations and Spending Statistics. It is a DBM-led transparency initiative designed to make public spending information easier to find, understand and scrutinize. Initially focused on appropriations information, the platform is being expanded to connect information from different stages of government spending.

What can Filipinos monitor through COMPASS?

  • Budget appropriations: how funds are allocated in government budgets.
  • Procurement information: the acquisition of goods, services and projects—being integrated.
  • Project implementation: information on whether funded projects move forward—part of the planned expansion.
  • Citizen monitoring and reporting: a planned feature to support public participation and feedback.

Important: Not all planned features are already fully operational. Available data and coverage depend on the platform’s current rollout.

When will DBM COMPASS be fully expanded?

According to DBM’s October 13 announcement, the department is working toward an internal mid-2027 target for expanded monitoring and an objective of end-to-end monitoring of expenditures funded under the General Appropriations by the end of 2027. These are targets, not guarantees.

How to access DBM COMPASS

  1. Open the official platform: compass.dbm.gov.ph.
  2. Explore the information and dashboards currently available.
  3. Check source documents and dates before drawing conclusions about a project or agency.
  4. Watch for future DBM announcements as procurement, implementation and citizen-reporting features are rolled out.

Why does DBM COMPASS matter?

Public budgets are often published in lengthy documents. By connecting information across the spending cycle, DBM aims to make it easier for citizens, journalists, civil society and researchers to ask how funds were allocated, who received them and whether intended projects were implemented. The initiative does not itself prove that any specific project was completed or that all spending information is immediately available.
