Qualified government employees may receive a one-time Collective Negotiation Agreement (CNA) incentive of up to ₱30,000 between December 15 and 31, 2026. The Department of Budget and Management (DBM) set the payment window in Budget Circular No. 2026-1, signed November 4. Each agency must first meet its performance conditions and identify eligible savings.
Who qualifies for the 2026 CNA incentive?
The circular covers civilian employees in regular, contractual or casual positions, including part-time staff. It applies to national agencies, constitutional offices with fiscal autonomy, state universities and colleges, government-owned or controlled corporations, local water districts and local government units.
Eligible personnel include members of the accredited employees’ organization, rank-and-file nonmembers who meet the agency-fee requirement, and personnel with managerial duties. The agency must have a current CNA registered with the Civil Service Commission that provides for the incentive and specifies how employees and management will cut costs together.
How much could you receive?
₱30,000 is the ceiling. An agency may approve a lower amount based on its savings. It can award the same rate to qualified staff or vary the payout to reflect individual or office contributions. The agency head approves the distribution on the recommendation of the employee-management committee.
DBM encourages agencies to consider length of service. Under its scale, employees with at least 10 months in the agency by October 31 qualify for the full agency-approved rate. Those with nine to under 10 months qualify for up to 95%. For example, if the agency approves ₱20,000, the nine-month maximum is ₱19,000. For personnel who joined after October 31, the committee may grant up to 10% of the agency rate.
What must the agency do before it can pay?
For most covered agencies, the performance assessment uses a 75% threshold as of September 30. The measure depends on the agency type. Local governments must also have obligated at least 75% of their appropriation for the 20% Development Fund. For local water districts, average net income for January through September must be positive.
For national agencies and state universities and colleges, only specified operating-expense balances generated by joint cost-saving efforts may fund the incentive. Money set aside for goods or services for the public must stay available for those purposes. Agencies must report their incentive payments to DBM by January 31, 2027.
