The Department of Social Welfare and Development (DSWD) is reminding Walang Gutom Program (WGP) beneficiaries to prepare their required documents and a valid ID, especially the Philippine National ID, as the program scales up. In an advisory posted on October 27, 2026, the DSWD said the WGP scale-up will run from October 28 to November 30, 2026 in 15 regions across Luzon, Visayas and Mindanao.
The WGP gives ₱3,000 in monthly food credits to food-poor households. Beneficiaries are identified through government data, so there is no application process.
Scale-up schedule and covered regions
According to the DSWD advisory, the program scale-up will be held from October 28 to November 30, 2026 in these regions:
- Luzon: Region II, Region III, National Capital Region (NCR), MIMAROPA and Region V
- Visayas: Regions VI, VII, VIII and Negros Island Region
- Mindanao: Regions IX, X, XI, XII and Caraga
The advisory does not list exact dates per area. For the exact schedule of activities in your area, the DSWD advises beneficiaries to coordinate with the Walang Gutom Program office at the nearest DSWD Field Office or with their local government unit (LGU).
Bring your National ID
The DSWD reminded beneficiaries not to forget to bring their Philippine National ID. Those who do not have a National ID yet should register right away at the nearest PhilSys Registration Center in their area.
Valid IDs you can use for now
If you do not have a National ID yet, the DSWD said the following may be used temporarily:
- PhilHealth ID
- Voter’s ID or latest Voter’s Certificate
- SSS ID / SSS UMID card
- GSIS ID / UMID card
- Driver’s License
- PRC ID
- NCIP Certification
- Birth Certificate
- NBI Clearance
- Senior Citizen ID
- Passport
- PWD ID
- Solo Parent ID
- 4Ps ID
No application needed
The WGP is a targeted program. Its first beneficiaries came from the DSWD’s Listahanan 3 database of poor families, and succeeding beneficiaries will be drawn from the list of food-poor families in the Philippine Statistics Authority’s (PSA) Community-Based Monitoring System (CBMS). The DSWD has said beneficiaries are not endorsed by mayors or LGUs.
“Wala pong aplikasyon dito sa WGP dahil ito ay targeted,” DSWD Undersecretary Edu Punay said in May 2026, explaining that beneficiaries are selected based on data (Screencap). Be wary of anyone offering to “register” you for the program.
What WGP beneficiaries receive
- ₱3,000 monthly food credits loaded on an Electronic Benefit Transfer (EBT) card, used to buy nutritious food from DSWD-accredited partner merchants (DSWD).
- Food credits are not convertible to cash (DSWD).
- Required sessions. Beneficiaries must attend Nutrition Education Sessions (NES) and Productivity Enhancement Sessions (PES) to continue in the program (DSWD).
The WGP reached 600,000 household beneficiaries in February 2026 (DSWD). In October 2026, DSWD spokesperson Assistant Secretary Irene Dumlao said 600,000 WGP households receive ₱3,000 in monthly food credits (The Manila Times). The DSWD is working toward its target of 750,000 food-poor households.
