DOLE CAMP 3 Guidelines: 5k Assistance 2022 for workers in Alert Level 3

The Department of Labor and Employment releases the guidelines on 5k assistance for workers affected by the Alert Level 3 in Manila.

The criteria for this year’s P1-billion COVID Adjustment Measure Program (CAMP) were announced on Thursday by the Department of Labor and Employment (DOLE).

The initiative is described as a “safety net program that provides one-time financial support to affected workers in the formal sector due to the COVID-19 epidemic and proclamation of Alert Level 3 or higher in various places around the country,” according to Department Order No. 232.

The CAMP3 is a safety net program that provides one-time financial assistance to affected workers in the formal sector due to the COVID 19 pandemic and declaration of Alert Level 3 or higher in various areas in the country.

Who will be eligible to receive the 5k?

In Section 3 Period and Coverage of the DO, The CAMP3 shall cover workers and individuals affected by the COVID-19 pandemic where Alert Level 3 or higher was declared from January 2022 onwards.

Who are not included in CAMP 3?

The following are excluded from the program.

a. Government employees;

b. Foreign nationals excluding Persons of Concern (POCs); and

C. Beneficiaries of DOLE-DOT CAMP Odette+.

Who are eligible to apply?

i. For affected establishments:

Applicant must be a private establishment that has implemented Temporary Closure or Permanent Closure covering the duration of implementation of Alert Level 3 or higher in their area and has reported the same to the DOLE Establishment Reporting System (ERS) https://reports.dole.gov.ph/.

ii. For affected workers/individuals:

Applicants must be a worker/employees whose employment was affected (displaced/temporarily laid-off) during the implementation of Alert Level 3 or higher in their area.

Documentary Requirements

i. For affected establishments:

1). Submitted an online report of TC or PC through the DOLE Establishment Reporting System (ERS) covering January 2022 onwards provided that the applicant is situated in areas under Alert Level 3 or higher.

2). Latest payroll or any of the following alternative documents stated in DOLE Labor Advisory No. 12-A, Series of 2020 covering November or December 2021, or January 2022 onwards:

a) Proof of payment of wages via logbook or ledger;

b) Employment contract;

c) Cash voucher or petty cash voucher;

d) Authority to debit account sent by the employer to the bank for the wage of employees;

e) SSS, PhilHealth, and g-IBIG. f) List of employees with 13th month pay. or list of remittance or

ii. For affected workers/individuals. Workers and individuals who are displaced or temporarily laid-off due to the declaration of Alert Level 3 or higher may apply individually upon submission of the following documentary requirements:

a. Clear photo of himself/herself holding a valid government-issued ID: and

b. Duly notarized proof of unemployment (i.e. Certificate of Employment, Notice of Termination, Notarized Affidavit of Termination of Employment, or Notice of Temporary Lay-Off) covering the period of Alert Level 3 in their area.

Workers/employees already applied for by their respective employers/ organization heads are barred from submitting individual applications.

DOLE Camp Application 2022

i. Applications with complete documentary requirements shall be submitted online through https://reports.dole.gov.ph/.

ii. Applications shall be evaluated by the concerned DOLE Regional Office within three (3) working days from receipt thereof. iii. The following documents depending on the status of evaluation shall be issued to the applicant by the concerned DOLE Regional Office within three (3) working days through electronic mail/SMS from the date thereof:

  1. For approved application, a Notice of Approval.
  2. For denied application, a Notice of Denial.

d. Denial of Application An application may be denied by the DOLE Regional Director upon determination of any of the following grounds:

Ineligibility of applicant; Misrepresentation of facts in the application; or Submission of falsified or tampered document.

Sana po isa ako sa mapili na mabigyan ng tulong nawalan po ako ng trabaho noong NOV.19,2021 ako po ay tinanggal ng hr/admin namin dahil daw po sa hnd ako pumapasok samantalang nagpaalam po ako na hnd ako makakapasok dahil po sa masakit po buong katawan ko at may lagnat at naglbm po ako hnd po ba ako pwedeng lumiban sa trabaho at bigla na lang po ako inalis sa aking trabaho hnd din po nila binigay ang huling sahod ko at 13th month pay ko wala po akong trabaho ngayon maam/sir sana po ay inyong makita ang aking reklamo sa dati kong kumpanya may mga proweba din po ako sa mga ngyare sana po ay inyong mapansin ang aking reklamo.
