BSKE 2026 Postponed to November 2028: What Happens to Government Hiring and Assistance Restrictions?

Updated October 25, 2026: The Barangay and Sangguniang Kabataan Elections (BSKE) originally set for November 2, 2026 have been postponed under Republic Act No. 12326. The next regular BSKE is scheduled for November 13, 2028. The old 2026 election calendar in COMELEC Resolution No. 11191 should not be treated as a current election schedule.

What changed under Republic Act No. 12326?

Signed September 24, 2026, RA 12326 fixes the terms of elected barangay and SK officials at five years and moves the next BSKE to the second Monday of November 2028. It also changes the barangay term limit to two consecutive terms in the same position, while SK officials remain limited to one term in the same position.

Are government hiring and assistance distributions banned in October 2026?

Do not assume a blanket ban remains in force based on the superseded November 2 election schedule. COMELEC Resolution No. 11191 originally listed periods of prohibited acts, including restrictions on certain appointments, public works and disbursements. Since RA 12326 postponed the underlying election, government agencies and applicants should obtain current COMELEC and agency guidance before relying on those original periods or claiming a specific transaction is prohibited or exempt.

For applicants, a job vacancy notice or appointment should be evaluated against current Civil Service Commission, appointing-agency and COMELEC rules. The postponement does not itself guarantee that every government hiring action is unrestricted.

What about AICS, AKAP and TUPAD?

Earlier election advisories described restrictions on certain public assistance disbursements and exemptions for medical or burial assistance. Those advisories were tied to the original 2026 election timetable. Beneficiaries should verify current processing and payout schedules with DSWD, DOLE or their local implementing office rather than assume assistance is automatically suspended through November 2.

Will the election still happen in November 2026?

Under the law currently in force, no. The next regular BSKE is scheduled for November 13, 2028. Legal challenges have been reported; readers should follow subsequent Supreme Court and COMELEC issuances for any change.
