ASEAN Summit 2026 Metro Manila Traffic Advisory: Restrictions, Dates and Affected Areas

Updated October 24, 2026. Metro Manila motorists and event organizers should prepare for temporary traffic and security measures related to the 49th ASEAN Summit and the Undas holiday period. The Metropolitan Manila Development Authority (MMDA) announced restrictions beginning October 24. These measures do not mean every road in the affected cities is closed.

ASEAN Summit 2026 traffic advisory: important dates

  • October 24–November 20: The issuance of permits for fun runs, motorcades, processions and similar public events is suspended in Manila, Pasay, Parañaque, Makati and Taguig.
  • Starting October 24: Partial access restrictions begin around the Philippine International Convention Center (PICC) and Cultural Center of the Philippines (CCP) Complex in Pasay.
  • November 7: MMDA announced a full lockdown of the PICC and CCP Complex. Access restrictions refer to designated summit facilities and areas, not the entire city.
  • November 1–December 23 (midnight): Moratorium on road excavation works to reduce disruptions during summit preparations and the Christmas period.
  • November 16–18: Special non-working days in the National Capital Region under Proclamation No. 1447, in connection with the ASEAN Summit and Related Summits.

Which cities are affected?

The temporary event-permit suspension applies to Manila, Pasay, Parañaque, Makati and Taguig. It should not be interpreted as a blanket ban on commuting or travel throughout these cities. Security and traffic controls around summit venues may change; follow subsequent MMDA and local-government announcements for specific roads and detours.

Undas traffic preparations

For Oplan Undas from October 24 to November 3, MMDA plans to deploy 2,419 personnel for traffic management and public assistance at major cemeteries, including Manila North and South Cemeteries, Loyola Memorial Park in Marikina, San Juan Public Cemetery and Bagbag Public Cemetery in Quezon City. Medical assistance, rerouting and emergency response arrangements are also planned.

What should motorists and commuters do?

  • Allow additional travel time near PICC, CCP Complex, major cemeteries and routes used for official events.
  • Check current advisories from MMDA, Pasay City and other affected LGUs before leaving; exact closures and access rules may be updated.
  • If organizing a public event, verify permit requirements with the relevant city government before making arrangements.
  • Do not assume all roads are closed: the announced event-permit restrictions and venue access controls are different measures.
